BSA Membership Fee Changes
The BSA is increasing its membership fee from $15 to $24 per year for all registered Scouts and adults effective January 1, 2014. For those who join after the beginning of the year, the fee will be pro-rated at $2 per month. The current pro-rated fee of $1.25 a month will continue through your re-charter month. An example: If a pack re-charters in March 2014 and hands in new applications in October 2013, then the current pro-rated fee of $1.25 per month is charged from October through March. If the same unit holds on to those applications until January they will pay the pro-rated fee of $2 per month from January through March. Make sure you turn in all new registrations before the end of the year to take advantage of the lower fees!
The BSA last increased fees in 2010. The National Executive Committee began discussions about increasing membership fees in 2012. The National executive board appointed a committee comprised of board members, Scout executives, and regional volunteers to examine this topic further and make a recommendation. In September 2013, the executive committee approved the recommendation to increase membership fees. It is important to note that this process began well before the decision was made to change the membership standards policy for youth.
While we believe the increase in membership fees is the best way to continue serving today’s youth, we understand it will affect some of our units. The Chicago Area Council is committed to making the Scouting program available to all youth who wish to join. There are many ways to help offset this increase. Through popcorn sales, unit and chartering partner assistance, and when needed Council assistance, Scouting will be available to all.

Membership Fee Increase FAQs
Q. When does the registration fee increase take effect?
A. All traditional Scouting registrations with a January 1, 2014 effective date or later will pay the new $24 registration fee.
Q. How do you determine who pays the current $15 registration fee and who pays the increased $24 registration fee?
A. The registration fee is based on the effective date of the registration. Any registration for traditional Scouting with an effective date before January 1, 2014, will pay the $15 registration fee. Any registration for traditional Scouting with an effective date after December 2013, will pay the $24 registration fee.
Q. In November 2013, new boys join a traditional Scouting unit that re-charters in March. What registration fee do they pay?
A. The new registrants will pay 5 months pro-rated registration fee at the $15 rate. Then when their unit re-charters, the new $24 fee applies.
Q. In January 2014, new boys join a traditional Scouting unit that re-charters in March. What registration fee do they pay?
A. The new registrants will pay 3 months pro-rated registration fee at the $24 rate ($6) and the full $24 when their unit re-charters.
